A noxious weed is a plant, designated by a government agency, to interfere with, or cause injury to, the public health, agriculture, recreation, wildlife, or property.  In comparison, by way of reason, a noxious animal is, or should be, a ‘vertibrate’ that interferes with, or causes injury to, the public health, agriculture, recreation, wildlife, or property.  In the former case, the government forces landowners to eradicate the species; in the latter case, they legislate landowners protect it?
